Regulate and accelerate the development of universities by laying down policy, providing resources, promoting innovation and industry linkage to make a socially responsible and sustainable contribution to the country.

Strengthen equitable access to state sector higher education

Facilitate state HEIs by efficient apportionment of funds to develop students’ competencies and ethical conduct required for the 21st century citizenship

Promote academic excellence of state HEIs through programs, research and innovations that enable students to become life-long learners in a global environment
