AUTHORIZATION TO INCUR EXPENDITURE FROM THE CONSOLIDATED FUND - YEAR 2002


In terms of budget Circular No. 96 of 31st December 2001, issued by the Secretary to the Treasury, expenditure from the Consolidated Fund has been authorized for a 3 month period until the passing of the Appropriation Bill for 2002. Accordingly, the following contributions from the Consolidated Fund have been released for the period January - March 2002.

Recurrent Expenditure - 1,594,095,000

Capital Expenditure - 490,789,000

The University Grants Commission, at its 603rd meeting held on the 4th January 2002, approved the allocation of the above grants among the Higher Educational Institutions. Allocations of the grant for Recurrent Expenditure have been made in proportion to the expenditure estimated by the Higher Educational Institutions, pending the final expenditure for the period January - March 2002, based on the estimates of each HEl, are shown in Annex I. The allocation of the Government grant is shown in Item 01 of the annex. The grants for Capital Expenditure have been allocated only for continuing programmes, considering their priority and urgency, and are shown in Annex II. Funds earmarked for IT Development (Rs. 75.00m ) have been included under the UGC budget, and will be released to the HEIs according to the distribution shown in Annex III.



The Treasury has directed that funds allocated for the 3 month period should be used only for staff, supplies, services, activities and projects which have already been approved in 2001. However, Academics, Academic support, and Technical Officers, Lab Attendants and Computer Applications Assistants required for clearing the backlog of students may be recruited in terms of approved schemes, on temporary basis, within the approved cadre limits for 2001. All promotions also must be within the 2001 cadre. Any other urgent recruitment outside the approved cadre for 2001 will need the prior approval of the Commission. Supplies and services required for the continuation of normal academic programmes may be procured within the given allocations. In keeping with this directive, capital funds too have been allocated only for on-going programmes and projects. All new programmes and projects should await the passing of the Appropriation Bill for 2002.



The Secretary, Tertiary Education & Training, has advised the UGC to set up a monitoring unit which will review the progress and performance of each HEI on a monthly basis. The following monitoring Committee has been appointed by the Commission for this purpose-

  • Vice-Chairman/UGC - Chairman of the Committee
  • Secretary/UGC - Member
  • Financial Controller/UGC - Member
  • Director/IDD - Member

Further details on the functioning of the monitoring Committee will be sent to you by separate circular.

You are kindly requested to adhere to the guidelines of this circular in incurring the 3 months January - March 2002.
