Your kind attention is invited to Commission Circulars No. 483 of 03rd August 1991 as subsequently amended by Commission Circular No. 487 of 29 th August 1991.

The University Grants Commission at its 609th meeting held on 16 th April 2002, having considered the queries raised by the Auditor General, decided to amend para(I) of Commission Circular No.483 dated 3rd August 1991 allowing only the Teachers/Officers who would contribute to the Academic / Managerial excellence of University System.

Accordingly, paragraph (1) of Commission Circular No.483 is amended as follows:

"The University Grants Commission having considered matters pertaining to severe shortage of staff in the Higher Educational Institutions, especially in the Faculties of Science, Medicine, Engineering and in the newly established Universities decided that the Teachers/Officers who spend their sabbatical leave locally be permitted to undertake Academic/Administrative Activities in the other Higher Educational Institutions/Institutes /UGC on contract basis, provided such Teacher/Officer would be able to contribute to the Academic/Managerial excellence of the University System". This facility could be considered only if there is a vacancy in the relevant post and in instances where a Teacher/Officer has gone on leave on no pay."

The provisions of this Circular are effective from 01st August , 2002 and will not apply to the Teachers/Officers who spend their sabbatical leave at present in the other Higher Educational Institutions/Institutes/UGC engaging in Academic / Administrative activities until such assignments are over.

The other provisions of Commission Circular No. 483 of 3rd August 1991 will continue to operate where they are not inconsistent with the provisions of this circular.

Please take action accordingly.
