RECTIFICATION OF SALARY ANOMALIES OF ADMINISTRATIVE & FINANCIAL OFFICERS IN THE UNIVERSITY SYSTEM


In pursuance of the settlement arrived at before the Compulsory Arbitration between the University Grants Commission and the University Executive Officers' Association, the Department of Management Services of the Ministry of Finance has granted approval to implement the following salary scales in respect of A-03 and A-03(a) salary codes in order to rectify the anomalous position prevalent in the salary scales denoted by the above salary codes. These salary scales will be implemented with effect from 01.01.1997 to rectify the said anomalies. However, a decision with regard to the payment of arrears for the period from 01.01.1997 to 31.12.2002 falling due with the implementation of the provisions of this Circular will be made by the Commission after ascertaining the availability of funds at the Higher Educational Institutions/Institutes. Until a decision on this matter is taken by the Commission the payment of salaries on the amended scales should be made effective from 01 January 2003.




The amended salary scales are accordingly given below:

  • A-03-Rs. 16100-10x375-19850 (EB) p.m.
  • A-03(a) - Rs. 19125 - 8x475 - 22925 p.m.

The Conversion Tables applicable to the amended salary scales are sent herewith

In convening the salaries to the amended A-03 and A-03 (a) salary scales, the Higher Educational Institutions should adopt the procedure which was followed in respect to the Salary Revision in 1997.


The placement of the salaries on promotion should be made by following the existing rules in respect of the placement of salary on promotion as specified in Establishments Circular Letter No. 4/95 dated 07th July 1995 and 10/2000 of 04th July 2000. The criteria to be followed are given in Illustrations 1, 2 &, 3 for your easy reference.

In view of the instructions given by the General Treasury by its letter dated 25 th March 2003, any Officer in a post carrying A-03 salary scale is required to complete 07 years in that post to be eligible for placement on the A -0 3(a) salary scale. As such, the provisions governing placement on A-03(a) salary scale on completion of the 07th step of the salary scale of A-03 are not applicable from the date of this Circular.

The Conversion Tables I & II (annexed) in respect of A-03 and A-03(a) salary scales replace the Conversion Tables of these salary scales given in Commission Circular Nos. 750/755. The other provisions applicable to 1997 Salary Revision will remain unchanged.

The Higher Educational Institutions are further requested to adjust the payment of Interim Allowance payable in terms of the provisions of Commission Circular Nos. 715 dated 28 th August 1997 and 800 dated 02 n d April 2002 for the period from 01.01.1995 to 31.12.1996 on the basis of the revised salaries which are implemented with effect from 01.01.1997.

Any clarification with regard to the implementation of the provisions of this Circular should be obtained from the
University Grants Commission.
