FEES AND TRAVELLING OF VISITING STAFF


Your kind attention is invited to Commission Circular No. 815 of 14 th November 2002.on the above subject and Establishments Circular Letter No. 04/2003 of 30.05.2003 on Fees & Travelling of Visiting Staff and payments for external examinations.

The General Treasury, having considered the representations made by the UGC and the Higher Educational Institutions/Institutes with regard to the difficulties encountered by the Higher Educational Institutions/Institutes as a result of withholding the above circular, granted approval to implement the following rates revised by the UGC at its 612 meeting held on 21st June 2002 as specified in Commission Circular No. 815, subject to having an effective control over the appointment of Visiting Lecturers :-

NOTE:
(I)Working hours of the category (5)(i) above should be limited to 15 hours a week.

(II)Persons recruited under (5)(ii) above should work for not less than 25 hours a week.

(III)Travelling will be paid in terms of the existing Government rates.

The Higher Educational Institutions / Institutes are advised to satisfy the following conditions as laid down by the Treasury, in making visiting appointments.
  1. Under no circumstances should Visiting Lecturers be appointed when the facility is available within the Higher Educational Institution/Institute concerned. Appointment should be strictly on a need basis.
  2. All Higher Educational Institutions/Institutes should ensure that the available resources are fully utilized before obtaining the services of Visiting Lecturers to conduct lectures for both undergraduate and postgraduate courses by fixing norms for each and every lecturer of the Higher Educational Institution/Institute.
  3. No request for additional allocation in this regard will be entertained by the Treasury.
The provisions of this Circular will be effective from 01.01.2004

Please take action accordingly.
