EXTERNAL RECRUITMENTS TO NON-ACADEMIC NON-ADMINISTRATIVE POSTS IN THE UNIVERSITY SYSTEM

Your attention is invited to Establishments Circular Letter No. 05/2006 dated 07 th March 2006, on the above subject.

2. The University Grants Commission, at its 711 th meeting held on 31 st May 2006, having considered a request made by the Hon. Deputy Minister of Higher Education on the instructions given by the Hon. Minister of Education, decided that all external recruitments to the minor employee grades (ie: posts carrying salary scales of A-13, A-14 & A-15) and the under mentioned 14 posts be made from a list of candidates compiled by the Ministry of Education in accordance with qualifications specified in approved Schemes of Recruitment of the University Grants Commission :

    • Computer Applications Assistant, Gr. III
    • Clerk, Grade III
    • Typist, Grade III
    • Stenographer, Grade II
    • Trainee Technical Officer
    • Trainee Dental Nurse
    • Farm Mechanization Assistant, Lower Grade
    • Field Supervisor, Grade II
    • Library Assistant, Grade III
    • Data Entry Operator, Grade II Seg. “B”
    • Shroff, Grade III
    • Store-Keeper, Grade III
    • Telephone Operator-cum Receptionist, Grade III
    • Driver, Grade II

3. You are kindly requested to adopt the following procedure in making external recruitments to the above mentioned posts other than minor grades :

Step 1
Universities and Higher Educational Institutions (HEIs) will inform the Additional Secretary, Ministry of Education/Higher Education Division, No. 18, Ward Place, Colombo 7, with a copy to the Chairman/UGC, particulars of the posts to be filled (ie: the posts, approved Schemes of Recruitment of the posts and the number of vacancies for which approval has been granted by the Department of Management Services where applicable).
Step 2
The Higher Education Division of the Ministry of Education will send a list of candidates with appropriate qualifications as per approved Schemes of Recruitment to the University/HEI concerned.
Step 3
The University/HEI will select suitable candidates from the list of candidates provided by the Higher Education Division of the Ministry of Education on the basis of a written test/trade test which carries 75% of marks and a structured interview which covers the balance 25% of marks.

4. The procedure indicated below should be followed in making external recruitments to the minor employee grades (ie: posts carrying salary scales of A-13, A-14 & A-15) :

Step 1 & Step 2 Same as the Step 1 & Step 2 stated in para. 3 above.
Step 3
The University/HEI will select suitable candidates from the list of candidates provided by the Higher Education Division of the Ministry of Education, on the basis of a structured interview.

5. The above recruitment procedures will be effective from 01 st July 2006.

6. Establishments Circular Letter No. 05/2006 will be rescinded from 30 th June 2006.

7. Please take action accordingly.
