PAYMENT OF AN ALLOWANCE

Your attention is drawn to Commission Circulars No. 548 of 22nd December 1992 and No.550 of 24th December 1992 issued in connection with the payment of an allowance to University employees.
As highlighted in Commission Circular No.548, I have pleasure in informing you that on recommendations made by the Hon. Minister of Justice & Higher Education, the Government has agreed to the following:
An allowance to compensate for the extra work involved in continuing to clear the back-log of students to be paid to all employees including those on contract, re-employed & temporary/casual staff. This will be 25% of the basic salary for all grades for the years 1992, 1993 and 1994.
Payment of arrears for the year 1992 should be calculated based on the following formula :-
Total basic salary paid from January to December 1992 X 25

Monthly allowance of 25% for the years 1993 and 1994 should be calculated based on the following formula :-
Basic salary including the salary Increase announced by the Government w.e.f. 01.0 1 .1993 X 25

Basic salary
(a ) includes earned increments,
(b) excludes all allowances
The back-log clearing allowance should be added to the total emoluments payable to the individuals concerned.
The allowance of 25% payable under paragraph (3) should be taken into account for the purpose of Provident Fund contributions, and payment of gratuity only, but not for other payments.
The payment of back-log clearing allowance will come into operation with effect from 1st January 1992. Arrears for the year 1992 should be paid before 15th January 1992.
The Higher Educational Institutions/Institutes are advised to send a statement indicating the extra estimated cost to implement the above decision, to the Financial Controller/UGC to enable the Commission to makes a request to the Treasury for extra funds.
This Circular replaces Circulars No.548 of 22nd December 1 992 and No.550 of 24th December 1992. This Circular should be read in conjunction with Circular No. 551 dated 28th December 1992.
