REVISION OF PAYMENT OF EQUALIZATION ALLOWANCE TO MEDICALLY AND DENTALLY QUALIFIED TEACHERS IN THE FACULTIES OF MEDICINE AND DENTAL SCIENCE AND MEDICAL OFFICERS/ DENTAL SURGEONS IN THE HEALTH CENTRES BASED ON PUBLIC ADMINISTRATION CIRCULAR NO. 06/2006 AND GENERAL CIRCULAR NO. 02-114/2006 ISSUED BY MINISTRY OF HEALTHCARE AND NUTRITION
Your kind attention is invited to Commission Circular No. 845 dated 30th June 2004 on Payment of Equalization Allowance.
2. The University Grants Commission at its 725th meeting held on 21st December 2006 decided to revise the payment of equalization allowance based on the revised salaries and allowances given in Public Administration Circular No. 06/2006 dated 25th April, 2006 and General Circular Letter No. 02-114/2006 dated 13th June, 2006 issued by the Ministry of Healthcare and Nutrition, to Medically and Dentally qualified teachers in the Faculties of Medicine and Dental Sciences, Medical Officers/ Dental Surgeons in the Health Centres in the University System, with effect from 01.01.2007. The equalization allowance is equivalent to difference in the total emoluments including allowances of Medical and Dental Teachers in the Universities and Medical Officers/ Medical Specialists in the Ministry of Healthcare and Nutrition.
3. The parallel grades to the Healthcare Ministry Medical Officers in the University System are as follows:

4. The Equalization Allowance should be calculated by comparing total emoluments ( i.e. corresponding salary point plus all allowances ) paid to Medical Officers/ Specialists in the Ministry of Healthcare and total emoluments paid to teachers in the Faculties of Medicine/ Dental Sciences and Medical Officers/ Dental Surgeons of Health Centres of the University System. However, if the total emoluments of any person in the University System is higher than the total emoluments of the corresponding grade in the Healthcare Ministry, he/she is not entitled to this allowance.
5. The Higher Educational Institutions are requested to pay the revised equalization allowance to Medically and Dentally qualified teachers in the Faculties of Medical and Dental Sciences and Medical Officers and Dental Surgeons in the Health Centres with effect from 01st January 2007.
6. The allowance payable under this Circular should not be taken into account in calculating contributions to the UPF,ETF and also for computing any other payment.
7. The salary scales of the Medical Officers of the Ministry of Healthcare and allowances payable to each grade are indicated in the annexed table.
