MATERNITY LEAVE FOR EMPLOYEES OF THE UNIVERSITY SYSTEM
This Circular has been cancelled by Circular No : 719

The Commission has decided that maternity leave be granted to female employees irrespective of the period of time they had been employed in the UGC and Higher Educational Institutions/Institutes.
Accordingly, Section 5 of Chapter X of the Establishments Code of the University Grants Commission and Higher Educational Institutions is amended as follows:
Maternity Leave
Granting Authority | 5:1 | Female employees of the Commission/Higher Educational Institutions/Institutes will be granted maternity leave under this Section by the Chairman of the Commission/Principal Executive Officer or an Officer authorised by him on that behalf. | |
Duration | 5:2 | A female employee will be entitled to 12 weeks full pay leave for the first and second live births or 06 weeks full pay leave for any births beyond the first and second live births; and will not be allowed to resume duties before the expiry of 10 weeks after the birth of the child. | |
5:3 | In calculating Maternity Leave, Public Holidays, Saturdays and Sundays falling within the period of such leave should be excluded. When calculating such leave 12 weeks may be taken as 84 working days and 6 weeks may be taken as 42 working days. |

Set off of Maternity Leave | 5:4 | In the case of female employees other than teachers, temporary employees and daily paid casual employees, the period of 12/6 weeks full pay maternity leave should be set off against any available accumulated leave of the previous year. It should not be set off against the leave of the year in which the employee is confined. So much of the 12/6 weeks full pay maternity leave that cannot be set off against any accumulated leave of the previous year, should be treated as special full pay leave in addition to the normal leave entitlement for that year. |

As special full pay leave teachers temporary daily paid & casual employees.

5:5 | In the case of teachers, temporary employees, and daily paid casual employees, the period of 12/6 weeks full pay maternity leave should be treated as special full pay maternity leave in addition to their normal leave entitlement for the year. |

5:6 | In order to avail oneself of maternity leave, a medical certificate obtained from a Government Medical Officer should be furnished. The Birth Certificate of the child too may be accepted instead of the Medical Certificate. |
The provisions of this Circular are effective from 1st January, 1993. Please take action accordingly.
