Rectification of Salary Anomalies

 

1.
The Department of Management Services of the General Treasury having considered the representations made by the trade unions of non-academic employees, executives and academics has formulated new salary scales for all employees which seek to rectify the identified salary anomalies. The new salary scales given in Annex I of this Circular will be effective from 01.01.1997 and will replace the salary scales given in Commission Circular Nos. 703 , 717 and 724.

Universities/Institutes are hereby informed to convert the salaries of university employees into the new salary scales using the relevant conversion tables annexed.

Please note that two new salary scales denoted by A-04(c) for Work Superintendents and A-04(d) for Senior Staff Assistants, Senior Staff Assistant/Clerical Services/Typing/Stenography /Book - Keeping/Store- Keeping/ Shroff Services and Library Services, Data Entry Operator Special Grade and Technical Officer Special Grade have been formulated and as such the salaries assigned to them presently as A-04 and A-04(a) should be converted to A-04(c) and A-04( d) respectively.

4. The newly converted salary along with the monthly compensatory allowance (where applicable) should be paid from September 1999.

Employees will also be paid salary arrears for the period.. From January 1997 to August 1999. The General Treasury has agreed to make budgetary provision for the payment of salary arrears of 1997 and 1998 in the Budget for 2000. The funds for the payment of salary arrears of 1999 (January to August) will be obtained through a supplementary estimate to be submitted to the Parliament. Please await further circular instructions as to the calculation and payment of salary arrears.
6.
When converting the salaries, attention should be paid to the following:-
6.1
A further circular will be issued with instructions for implementation of payment of 40% and 60% of the salary increase in two stages in 1997 and 1998 and as such no conversion of salaries should be effected for that period. However, steps should be taken to pay the new salaries according to the Conversion Tables annexed with effect from September 1999.
6.2
Identification of the correct salary scale in respect of each post and determination in respect of each employee the new salary payable by conversion on a step by Step basis .
6.3
The new adjusted Monthly Compensatory Allowance (MCA) should be paid only to those who are in receipt of the same currently.
6.4
The three salary increments paid in terms of Circulars 705 & 730 should not be counted in salary conversion as a Committee has been appointed on instructions from the Treasury to identify the categories of Technical Grades/Officers who are entitled to the three increments. The categories of employees identified by this Committee will be paid the 03 increments effective from 01.01.1997.
6.5
Payment of 30% of Academic Allowance introduced by Commission Circular No.703 and 724 will continue to be valid and will apply to new salaries.
6.6
The allowance paid to sub-wardens should be reduced to 10 percent of the salary and be confined to present holders of this post. Those appointed on or after 27.08.1999 will not be entitled to this allowance.
7.
It may be noted that as the Monthly Compensatory Allowance is paid only to old entrants; a gap is created between the salaries of old and new entrants. In order to reduce this anomaly, a part of the compensatory allowance has been absorbed into the new salaries and there is no reduction in the total salary received as a result of this adjustment.
