PAYMENT OF INCENTIVE ALLOWANCE TO UNIVERSITY EMPLOYEES
According to a letter dated 22.6.1998, addressed to the Auditor General by the Deputy Secretary to the Treasury, Universities are not permitted to operate contrary to regulations contained in Treasury Circulars, as they are statutory bodies funded by the Treasury. The Auditor General has brought to the attention of the University Grants Commission, that certain Higher Educational Institutions are paying incentive allowances which are not in accord with Treasury Circulars.
Therefore please take note that incentive payments or other financial benefits should not be extended to employees from Treasury funds except when they are specifically authorized by the Treasury.
