SCHEMES OF RECRUITMENT OF ADMINISTRATIVE AND FINAL OFFICERS POSTS
This Circular has been modifieded by Circular No : 701
In view of the fact that additional qualifications have been stipulated in the schemes of recruitment issued along with Circular Nos.440 & 512 in relation to administrative and financial officer posts, the UGC has decided to extend the concession of seeking one appointment/promotion to a higher post to those who were eligible in terms of schemes of recruitment that existed prior to the issue of the above circulars. This concession applies to officers who have not obtained any appointment/promotion in terms of the provisions of Commission Circular Nos.440 and 512 and who had been appointed prior to issue of Commission Circular No.440. (Efficiency Bar is not considered as an appointment or promotion for this purpose)
Deputy Bursars who were appointed in terms of the scheme of recruitment which was valid upto 31st December 1994 and stipulated in Commission Circular No. 603 and the UGC Secretary's letter No.UGC /E/6/1/60 dated 9th January 1995 are also eligible for this concession since additional qualifications had been stipulated in that scheme of recruitment.
It should be noted, however, that the Senior Assistant Secretaries/Senior Assistant Registrars/Senior Assistant Accountants/Senior Assistant Bursars/Senior Assistant Internal Auditors who have been appointed to such posts in terms of the provisions of the old schemes of recruitment after 2nd May 1990 are not entitled to this concession .
Please bring this to the attention of the officers of the above categories attached to your University/College/Institute. The UGC/ University/College/Institute when inviting applications to fill vacancies in the approved cadre of administrative and financial officers posts will take steps to entertain applications of those who satisfy the above requirements .
Provisions of this Circular will be effective with effect from 1st November, 1995.
