Revision of Salaries in the University System -1997


I am forwarding herewith letter No : NBD/SC/2 dated 27th February 1997 sent by the Secretary, Ministry of Finance & Planning to the Secretary, Ministry of Education & Higher Education on the revision of salaries in the University System 1997 (Annex 1) along with Conversion Tables(Annex 2) applicable to each salary scale for implementation with effect from 01.01.1997.

2. Higher Educational Institutions are advised to convert, the Salary of each employee on the basis of information given in the Conversion Table. Increments earned on or before 31.12.1996 should be granted on the existing salary scales before conversion to 1997 new salaries as indicated in para 5 of the letter issued by the Secretary, Ministry of Finance & Planning.
2.1 Please also follow the procedure indicated below in making payments of new salaries :-
(a) Establishments Division of each Higher Educational Institution should prepare a Conversion Table for each employee and submit it to the Finance Division with the approval of the Head of the Institution for the purpose of payment (The accuracy of the information in this form should be certified by the Establishments Division)
(b) Finance Division will effect the payments accordingly.
(c) Each employee should be kept informed in writing on the particulars of his new salary. (Specimen letter (Annex 3)
3. In addition to the total monthly salary 1997 indicated in the last column of the Conversion Table, personal allowances such as Language Proficiency Allowance, Language Proficiency Increments, Special Increments, Allowance paid to Office Machine Operators, Long Service Allowance etc. (other than allowances stipulated in para 3 of Finance 5 Planning Ministry letter dated 27th February 1997) should continue to be paid at existing approved levels/rates.
4. In the case of employees who are appointed on promotion/recruitment in 1997 should be given the benefit of 40% or minimum of Rs. 325 /- increase as indicated in the column "New Salary 1997" of Conversion Table.
5. In the case of employees who have not been paid the full amount of Rs. 600 /- in terms of P.A. Circular No. 9/93 indicated under the allowances column and which allowance has been adjusted in terms of para 4 of Commission Circular No. 574, only the actual allowance paid to them should be taken into account in computing total old salary indicated under column 4 of the Conversion Table.
6. Please bring to the notice of the University Grants Commission cases, if any, of salary scales for which no salary Conversion Tables have been annexed.
7. Please follow the instructions stipulated in the letter dated 27th February 1997 of the Secretary of the Ministry of Finance & Planning (Annex 1 ) with regard to payment of Stagnation Credit, Efficiency Bar, Combined Allowance, Half-pay and Mo-pay leave, Gratuity Payments, Overtime, Employees Provident Fund and Employees Trust Fund, Holiday Pay, Advances and Recoveries, Railway Warrants and Holiday Travel, Daily Pay and Payment to re-employed officers.
8. Higher Educational Institutions are requested to effect the payment of revised salaries 1997 in the month of March 1997 with arrears for the months of January and February .

Source of Payments:

The revised salary should be paid from funds provided under the 1997 budget. If additional funds are required an application for allocation of funds should be made to the Director-General, National Budget, General Treasury after 30.06.1997 through the UGC, setting out clearly the basis of computation of the additional amount required.
10. Any clarification with regard to the implementation of these instructions should be referred to me to enable me to bring to the attention of the Director-General, National Budget.
