AMENDMENTS TO CHAPTER VI SUB-SECTION 16:5 THE E.CODE OF THE UGC AND THE HIGHER EDUCATIONAL INSTITUTIONS


Your kind attention is invited to commission circular Nos.582 of 24th August,1993 and circular Nos 621 of 09th February 1995.

The University Grants Commission having considered the public administration circular no.6/97 dated 03rd February 1997 decided to amend sub section 16:5 of the chapter vi of the E.Code of the University Grants Commission and the higher educational institutions as follows:-

16:5

the rate of acting pay shall be determined in accordance with the following rules:

16:5:1

when an employee acts in a post in addition to performing the full duties of his substantive post- the whole of this emoluments in the substantive post together with 25% of the initial salary of the office in which he acts.

16:5:2

When an employee acts in a post without performing the duties of his substantive post- the whole of his emoluments in the substantive post together with 12 ½% of the initial of the salary of the acting except when he acts in a post of registrar or post provided that the salary of the substantive post together with the acting salary shall not exceed the initial of the salary of the acting post.

16:5:3

When an employee attends to the duties of a post of which he has not all the requisite qualifications specified in the scheme of recruitment -10% of the initial of the post concerned provided that the salary of the substantive post together with the acting salary shall not exceed the initial of the post concerned.
The Commission has also decided that the payment of acting salary should be made subject to the following conditions.
(i)
the maximum acting period should not exceed three months except in the case of officers who act for those gone on sabbatical leave. The Commission/governing authorities are authorized to extend this period up to a maximum of 06 months under exceptional circumstances.
(ii)
Action should be taken to fill the vacancies in the permanent cadre where acting appointments have been made in order to ensure that arrangements do not exceed three months.
(iii)
Those who are acting and receiving the 25% allowance will not be entitled to any holiday pay.


The revised rates of payment are effective from 01 st October 1997.

The commission circular No.582 dated August 1993 and 621 dated 9th February 1995 are hereby rescinded.

Please take action accordingly.
