Salary payable on appointment to a higher educaitonal institution
from a government department/corporation


This Circular has been modified by Circular No : 447

At its meeting held on 9 th January, 1989 , the University Grants Commission considered the manner in which the salary payable to, and the date of increment of a person appointed from a Government Department/Corporation/Private sector to a Higher Educational Institution. The Commission having considered Circular No. 33 dated 24 th August 1979 , decided to withdraw Circular No. 33 and the relevant sections relating to the rules on procedure for appointment in the Establishments Code and Circular No. 30 of 03 rd August, 1979 made by the Commission under Section 71 of the Universities Act. No. 16 of 1978 amended by Act. No. 7 of 1985.

The Commission decided that :

•  When a teacher/officer or other employee is recruited from a Government department/Corporation, he may be placed two steps above the salary scale of the relevant post. His date of increment will be the date on which he assumed duties;

•  A teacher/officer or other employee recruited from the private sector may be placed at a point, two steps above what he would have drawn had he joined the appropriate grade of the Public Service on graduation or when he was eligible to do so. Such a person's service outside the country will not be counted in the calculation of steps he should be place on. He should also satisfy any other conditions stipulated in the scheme of recruitment relevant to the post for which he had applied. His date of increment will be the date on which he assumed duties;

•  However, a teacher who is recruited from outside the University service with a two year Research degree is to be place at the salary point of Rs. 7,500/- p.m. (which is B – 04 (a) salary scale), any may be considered for promotion to Senior Lecturer Grade II at the end of 2 years provided he shows evidence of further research and satisfies any other conditions stipulated in the scheme of recruitment relevant ot the post for which he had applied. His date of increment will be the date on which he assumed duties;

•  If the Governing Authority of the Higher Educational Institution/Institute intends to appoint a teacher/officer or other employee on a higher step, other than specified above, the Institution/Institute should obtain the prior approval of the Commission.

The above amendment applies to all Medical & Non-Medical Teachers other than those specified in Commission Circular 396. Circular 396 dated 28.01.1989 specifies that a lecturer in the Faculty of Medicine on a first appointment should be place at 2 steps above the initial of Rs. 4500/- i.e. Rs. 4900/- on the B-04 salary scale.
